Once you are ready to apply for your Operator Licence you must obtain a form GV79 from your TAO (Traffic Area Office) and submit the completed application, and appropriate fee to the commissioner responsible for your area.
There are eight Traffic Area Offices in Great Britain, details of which can be found by following the links (below) to the relevant section of the VOSA website.

Eastern Traffic Area
For Eastern counties of England, including Bedfordshire, Buckinghamshire, Cambridgeshire, Hertfordshire, Essex, Leicestershire, Lincolnshire (excluding the Districts of North Lincs and NE Lincs), Norfolk, Northamptonshire and Suffolk.
And also the following Districts; Leicester, Luton, Milton Keynes, Peterborough, Rutland, Southend-on-Sea and Thurrock.
North Eastern Traffic Area
For the Metropolitan Boroughs of South Yorkshire, Tyne & Wear and West Yorkshire.
As well as the Counties of Durham, Northumberland, Nottinghamshire and North Yorkshire and the Districts of Darlington, East Riding of Yorkshire, Hartlepool, Kingston upon Hull, Middlesbrough, North Lincolnshire, North East Lincolnshire, Nottingham, Redcar and Cleveland, Stockton-on-Tees and York.
North Western Traffic Area
For the Metropolitan Boroughs of Greater Manchester and Merseyside, the Counties of Cheshire, Cumbria, Derbyshire and Lancashire and also the Districts of Blackburn with Darwen, Blackpool, Derby City, Halton and Warrington.
Scottish Traffic Area
For any area within Scotland.
South East Metropolitan Traffic Area
For Greater London and the counties of Kent, Surrey, East & West Sussex and also the Districts of Brighton and Hove and the Medway Towns.
Welsh Traffic Area
For any area within Wales
West Midland Traffic Area
For the Metropolitan Boroughs of West Midlands, the Counties of Shropshire, Staffordshire, Warwickshire and Worcestershire. And also the Districts of Herefordshire, Stoke-on-Trent and Telford and Wrekin.
Western Traffic Area
For Cornwall, Devon, Dorset, Gloucestershire, Hampshire, Oxfordshire, Somerset and Wiltshire. As well as the Districts of Bath and North East Somerset, Bournemouth, Bracknell Forest, Bristol, Isle of Wight, North Somerset, Plymouth, Poole, Portsmouth, Reading, Slough, Southampton, South Gloucestershire, Swindon, Torbay, West Berkshire, Windsor and Maidenhead and Wokingham.
